Gail Terzi is a Senior Scientist and the Mitigation Program Manager for the Regulatory Branch of the U.S. Army Corps of Engineers, Seattle District. She has worked for the Corps of Engineers Regulatory Program since the late 80's. Her duties include implementation of, and training on, the Federal Rule on Compensatory Mitigation (April 2008), Chair or Co-Chair of the Interagency Review Team for Mitigation Banking and In-lieu-fee Programs, and coordination of all aspects of the Seattle District’s Mitigation Program. Ms. Terzi’s other duties include technical review and writing, functional assessment of project impacts for work in wetlands, streams and other aquatic resources, field investigations, mitigation policy development, and implementation and training on the “watershed approach” as required in the federal mitigation rule.
