How to Use Wetland Bank Credits for Mitigation

This training provides information and tools for permitters and other decision-makers to use when considering permit applications that propose to use bank credits to mitigate for unavoidable wetland impacts. This forum will provide opportunities to discuss how local jurisdictions are currently integrating banking into their regulatory programs and how banking fits into their process.  There will also be an opportunity to share information about how best to facilitate bank use at the local, state and federal regulatory level.


The training will address these and other questions:
-How does wetland mitigation banking work?
-What is a wetland mitigation bank credit?
-How are local governments involved in the wetland banking process?
-What is the decision process when mitigation bank credits are used to mitigate impacts under Section 404/401?
-How can federal and state staff better coordinate with local staff on mitigation bank review and use?

    Water Resources Education Center - Vancouver
    From Interstate 5, take state Highway 14 to Exit 1, bearing right. Turn east (left) at the Columbia Shores intersection onto Southeast Columbia Way and continue to head east about 3 miles. Follow the signs at the turnaround to the Center. From Interstate 205, take state Highway 14 to Exit 1 toward the Vancouver National Historic Reserve. Turn left onto Columbia House Boulevard and follow Columbia under the railroad tracks to the Columbia Shores intersection. Turn east (left) at the Columbia Shores intersection onto Southeast Columbia Way and continue to head east about 3 miles. Follow the signs at the turnaround to the Center.

    Padilla Bay National Estuarine Research Reserve

    (Please note: Padilla Bay Reserve is approximately a 15 minute drive from the Interstate.)

    From I-5

    Take Interstate 5 north from Seattle or south from Bellingham to exit 230, just north of Mount Vernon

    Take Highway 20 west toward Anacortes about 6 miles

    (Pass the first brown sign you see that points to Padilla Bay Reserve)

    Turn RIGHT at the stop light onto Bay View-Edison Road (the sign above the highway points to La Conner to the left and Bayview State Park to the right.) A Shell Station and the Farm House Inn are located at this intersection on the opposite side of the road.

    Drive north about five miles, past Bay View State Park. The Breazeale Interpretive Center will be on your right, 1/4 mile past the State Park.

    From the parking lot, walk toward the main entrance of the Breazeale center. Look for signs to the training room.

    From Hwy 20 East (from Anacortes)

    Turn LEFT onto Bayview-Edison Road (the sign above the highway points to La Conner to the right and Bayview State Park to the left). A Shell Station and the Farm House Inn are located at this intersection on the opposite side of the road.

    Drive north about five miles, past Bay View State Park. The Breazeale Interpretive Center will be on your right, 1/4 mile past the State Park.
